Information Systems Division GENERAL DESCRIPTION: Performs computer
systems analysis work involving analyzing and identifying user
requirements, procedures, and problems to automate processing or to
improve existing systems. Performs highly complex (senior-level)
computer systems analysis work. Responsible for conducting tests
before software promotions to production environments, debugging
software, and defining corrective actions. Works under limited
supervision, with considerable latitude for the use of initiative
and independent judgment. SPECIFIC JOB RESPONSIBILITIES: Audits
code, architecture, and databases used in custom-developed web
applications. Tests for common application level vulnerabilities
and weaknesses, and provides both vulnerability analysis and
development advice for application hardening. Works with software
developers, managers, and Information Security Officer toreview,
evaluate, and prioritize vulnerability findings. Works with
software developers and managers to review system requirements,
define corrective action plans, and recommend areas for service
improvements. Ensures the overall quality and reliability of our
software products. Works with software developers and managers to
review complex software systems, design comprehensive test plans
and meticulously execute documented test plans and test cases.
Analyze issues, find root causes and propose solutions. Monitors
bug resolution efforts and tracks successes. Creates and maintains
databases of known test defects. Assists in developing and
maintaining a Software Development Life Cycle program that includes
secure coding best practices. Analyzes and tests new and existing
procedures, information systems, and utility programs for
efficiency and effectiveness. Evaluates, installs, maintains, and
uses software testing programs. Estimates, prioritizes, plans, and
coordinate testing activities. Ability to identify the areas of an
application impacted by code changes for the purpose of assessing
impact and creating regression test plans. Collaborates with staff
and internal customers to evaluate or diagnose problems, recommend
possible solutions, and maintain the security of applications
Reviews and analyzes cases, notes deficiencies, and collects
performance data; identifies adverse trends; and determines
compliance with service delivery standards, program requirements,
and policies and procedures. Tracks quality assurance metrics.
Responsible to the Board of Directors for directing the
development, maintenance, administration, and reporting of the
Department's Enterprise Risk Management Program progress. Develops
and tracks the progress of status plans concerning the Department's
Enterprise Risk Management Program and reports progress to the
Executive Director and Enterprise Risk Management Committee.
Qualifications: EDUCATION/EXPERIENCE: Five years of work experience
in software development, quality assurance testing, secure coding
techniques, secure architecture, software security frameworks,
common weaknesses, and vulnerability analysis. Graduation from an
accredited four year college or university with major coursework in
computer science and an emphasis on software development or
information security may be substituted for up to four years of
work experience requirement. KNOWLEDGE, SKILLS AND ABILITIES:
Proficiency with web application security. Knowledge of the Secure
Software Development Life Cycle (SSDLC) and software QA
methodologies, tools, and processes. Strong analytical skills and
the ability to identify small discrepancies and potential issues
that could compromise software quality Fami iarity with code
scanning, dynamic analysis, and automated testing tools. Skill in
techniques and best practices for preventing and remediating
vulnerabilities such as SQL injection, buffer overflows, and
cross-site scripting. Ability to identity and remediate the Top 10
OWASP vulnerabilities. Working knowledge of Java, Oracle PL/SQL,
SQL, XHTML, CSS, and JavaScript. Expertise in various testing tools
and frameworks such as Selenium, JIRA, or TestRail. Working
knowledge of web services. Ability to communicate and collaborate
with stakeholders (developers, product managers, business analysts)
to gather requirements for test plans. Ability to translate test
plans into clearly written documents for presentation. Knowledge of
version control tools for maintaining code quality. Tools such as
CVS, Git, Subversion. PHYSICAL REQUIREMENTS: Typical office work
environment. Must be able to use computer for long periods of time.
OTHER: Must be willing to work in a non-smoking environment and
adhere to all applicable Department policies and procedures. Must
be willing to work overtime if necessary which may include nights
and weekends. Must attend work regularly and adhere to approved
